Philip Paul, a criminally insane killer, is on the loose in the Spokane area of Washington state. He escaped when 31 patients from the mental institution where he lives took a field trip to the state fair. The sheriff's office wasn't notified for two hours after he bolted, giving him plenty of lead time. He murdered an elderly couple back in the 1980s, and now he's running free without his medicines, making him highly dangerous...

Philip Paul, bat-shit insane
According to court records, he was committed to Eastern State Hospital after confessing to strangling and slitting the throat of community activist Ruth Motley in 1987. He believed Motley was a witch, and later burned a deer carcass as a sacrifice.
KREM-TV has also found a mental assessment by psychiatrist Frank Hardy. "He's the only paranoid schizophrenic -- I've seen hundreds, maybe thousands of them -- that frightened me," Hardy says in a court document. "The first time I took one look at him -- and I've never done this before or since -- I asked the jailer to remain in the room while I examined him... I believe he would respond to his delusions and his voices again" if released.







"Hey, I know. Let's take all the criminally insane fruitcakes down to the fair where they can mingle with the families with small children, teenagers and other normal people - you know, the people they killed to get into the hospital for the criminally insane! Yeah! That's a good idea!"
What jackass thought up that plan?

He KILLED people ..that is why he is in the facility, and he was deemed insane, which is also why he was there. Doesn't take a mental giant to figure out...A murderer and insane person does not equate out to a trip to the fair.
The person that approved this outing probably should consider checking themsleves into the facility for treatment.

I think that the nuthouse he was at needs a check because there dumb i mean come on he already escaped once when they took him on a trip someone should have been by his side the whole time!

The rest of us have little or no control over Mr. Paul's fate. And that's probably as it should be, I doubt many of us have any experience with the sort of illness afflicting paranoid schizophrenics, let alone what it's like dealing with one of the "frightening" ones.
He killed people. It doesn't matter what the psychiatrist's opinion was. He took someones life. They the sentenced him. He went to a mental hospital because he was deemed criminally insane. I have experience with paranoid schizphrenics and the mild ones are scary, especially when the voices are talking. But the fact of the matter is this man killed people and was taken to the fair!! What for? Good behavior? Give me a break. They don't deserve good behavior trips! Criminals should stay behind bars when they do things to get there!
Posted 09/21/2009 at 06:28:48 AMI have an idea. Why not create little communities on far flung Islands where all those folks could live together, interact together, prosper together and could be observed. Just think of the social benefits. And nobody would have to worry about escapees.
Posted 09/21/2009 at 02:05:33 PMI know Phillip Paul. His mental problem could befall any one of us. He was judged not responsible for his actions in the 1987 killing of a Sunnyside WA woman. He would take it back if he could. While he was wandering free I feared another tragedy, not one committed by my friend Phil, but rather some fear fueled violence against him engendered by media hysteria. His danger to you and me was highly overstated.

Posted 10/10/2009 at 05:58:11 PMphillip was crazy but not in that sence..he was the only man i knew that could kill a deer in the wild with just a buck knife..what else could he do if he put him mind to it?i do remember talking to phillip not to far from ms montleys house around the time he murdered her... on insane man wouldnt have gone back to bury her....and yes he is the type of person that could hurt you or me!! i do know that about him.
