The timing seemed a little strange. Sheboygan, Wisconson's city human resources director Angela Payne was just hired in February. She seemed to have a solid resume -- a former Marine who had taught business ethics at a Chicago university. She further claimed she'd recently received a "glowing review" from Mayor Bob Ryan.

And then she was abruptly fired. 

Ryan claims she was a cancer on the job. Just days before her termination, he says, department heads gathered to complain that she was impossible to work with. But she says she had no enemies on the job. And asserts the real reason she was fired was because she rejected Ryan's sexual advances.

Payne's problems began when the two went out to dinner and a bar after a day of union negotiations...



Her story: Ryan made a move on her. She said no thanks. Soon after, she saw her job swept away.

Ryan says nothing happened during the evening, and he feels victimized by getting too close to an employee after work, only to see his good graces exploited.

In a case of he-said-said like this, the good people of Sheboygan might have believed him -- if only a video of the mayor at a bar hadn't suddenly materialized.

It shows a pleasantly hammered Ryan talking on his cell phone. In beer land like Wisconsin, being a hammered politician isn't exactly a bad thing. It might even score you a few solid points with the barfly crowd -- which is about 79 percent of the electorate.

But this particular video doesn't show Ryan as being altogether gracious when it comes to the ladies. After he gets off the phone, he begins to discuss the physical attractiveness of his sister-in-law, at one point mentioning that she "can give a helluva hummer."

While this alone doesn't speak to his guilt, it will make for some explanatory gymnastics when Payne's suit eventually gets to court. But we're guessing brighter minds in Sheboygan will want to settle before it ever gets that far.
