More than 200 animals were placed in the hands of volunteers after investigators found them starving and lacking water. Some dogs were starved so bad they had to be put down. Employees also kept rabid dogs next to healthy ones...
In recent years, the shelter has seen an alarming rise in its death rate. In 2006, 75 animals died at the shelter. By last year, that number had risen to 193. Ten employees, including director Ernest Alexander, have been placed on leave while the investigation continues.
