LeBoutillier believes American POWs from the Vietnam era are still being held in Belarus. Why Belarus? Hell if we know.
So LeBoutillier enlisted an unlikely aide in his quest to rescue them: Colombo Family capo Frank (Frankie Blue Eyes) Sparaco. It seems Frankie Blue saw a moron with a lot of money just waiting to be taken, so he claimed to have extensive contacts with bad guys in Eastern Europe.
The one problem is that Sparaco is currently serving a 24-year sentence for murder. So he had Charles (Charlieboy) Guiga serve as his middleman.
LeBoutillier decided a convicted Mafia murderer would make a good partner in his POW quest. He paid Guiga $18,500 to do investigative work that involved no real investigation.
Naturally, the Mafiosi took him for as much money as they could before the scam revealed itself. The former congressman is now positively outraged that such upstanding citizens would rip him off.
"If I was scammed, I feel betrayed," LeBoutillier told the New York Daily News.
