They were never romantically involved. The extent of their relationship was to occasionally hang out with fellow employees after work. But Waits nonetheless became obsessed.
His stalking began with bursts of obsession about once a year. Her would suddenly call out of the blue 10-15 times in one day. She would wait to call him back in hopes of letting him know she saw no urgency in seeing him.
But in 2008, things got weirder when he began showing up at her school. "I am shocked and tell him he must go," Jennifer wrote in a request for a restraining order that year. "I never told him where I work and do not know how he found out."
Her principal even called Waits' commander in the National Guard to let him know he had a creep on his hands.
But he still kept showing up. Waits would park his car outside the school and watch her. So Jennifer got a restraining order that barred him from coming within 1,000 feet of her home or school.
That seemed to keep Waits away -- at least for awhile. He'd served in Kuwait in 2007, but by last spring, he'd been dishonorably discharged from the Guard.
Yet his stalking resumed a week ago when Jennifer noticed him following her in his car. She called 911 and drove to a police station. Waits was arrested that night, but quickly posted bail.
Jennifer stopped staying at her home in hopes of avoiding him. But last Friday, when she showed up for work, Waits was waiting for her. A witness heard three shots and then saw a man running toward a tan car.
A deputy pulled him over 10 miles away, but Waits came out firing. He was killed in the ensuing gun battle.
Meanwhile, Jennifer Paulson was dead at age 30. May she rest in peace.
