Over-achievement fuels mall cop Cooper Kweme. Whether he's shooing away wigger skateboarders from the parking lot or dispersing small villages of non-English speaking mothers and their litters from the food court, the Arlington, Virginia man knows mall security is Job One...

Having mastered the occupational art of protecting suburban consumers at Westfield Wheaton Shopping Center in Maryland, the 24-year-old directed his brain power at sexier pursuits.

He decided he would parlay his mall security guard gig into the prostitution recruitment and management business. According to a criminal complaint recently filed by the F.B.I., Kweme first learned how to establish and run a prostitution operation "through television shows and/or movies."

A major lesson Kweme learned in his flesh trade education, the complaint reads, was buying "condoms in three packs" at "7-eleven." But the competitive advantage of purchasing the prophylactic trifecta at the home of the "Big Gulp" remains proprietary information.

Still, equipped with an advanced degree from his TV set, Kweme -- decked out in his dark blue mall cop fatigues -- would troll the shiny floors of his suburban Maryland shopping complex looking to recruit new teenage talent for his business, The Empire Service.

According to the F.B.I.s complaint, Kweme's MO went like this:

He'd approach a young women as she ate at Chick-Fil-A or window-shopped at Victoria's Secret, talk the game of her making a few bucks modeling and drive her to some high-end hotel like the Quality Inn in Takoma Park, MD in his pimp-daddy Honda CR-V.

After a few clothed shots, Kweme -- who, by the way, is married -- would graduate to explicit pictures, which would lead to a sexual intercourse tryout. Kweme would then post the young women's pictures on his web site -- theempireservice.com -- where prospecting johns could shop the new talent.

If the girl agreed to work for Kweme, he'd pimp her out for $250 per hour, with the worker keeping 60 percent of the retail price.

As the ultimate middle man, Kweme escorted girls to their various appointment. He boasted on his website: "My team and I travel to different states to show case the best talent of girls around."

But Kweme's hooker enterprise hit a snag late last month. The mother of one of his new talents grew suspicious of her daughter's on-the-sly extracurriculars. Enter parental interrogation.

The young women, who just happened to be 16-years-old, would explain to her enraged mother that she'd been making extra cash on the side -- first as a nude model, then by having sex with Kweme and as many as eight other men over a two-week period.

Mom was soon on the phone with police, who then called in the feds.

Kweme has been charged with transportation of a minor for prostitution.
