Breakfast reading from the Village Voice Empire: Moore had only been out of prison for a week when he placed the incendiary device near a formal-wear store. Because of the timing and location, the story went international. But did he even know about the anniversary? Westword has the story.

I seriously doubt this guy had any inkling of the significance of the location and time. But i don't think it really matters, his actions seem to say that he prefers to be inside rather than out anyway.
