A Fargo-Moorhead teenage criminal
duo allegedly issued a profane N.W.A. tribute from a stolen police radio, but
got themselves in trouble when they slapped police handcuffs on a
friend's wrists. They face felony charges; the officer who left thousands of dollars of police gear in his unlocked car was reprimanded.
