Duluth officer Richard Jouppi brutally beat a drunk man in a wheelchair [VIDEO]

A Duluth police officer is on paid administrative leave after brutally assaulting a drunk man in a wheelchair in a detox facility. The victim, believe it or not, was originally charged with a felony, but that charge was dropped after prosecutors reviewed security footage of the altercation. City Pages has the full story.
