Orlando JarmailloWhile we usually reserve our very prestigious countdown for "real" cops, we figured that Orlando Jarmaillo had enough qualifying qualities to land him today's last spot.&nbsp;That's right, Jarmaillo is not a cop. He simply pretended to be one. And now he's in big trouble.Last year, Jarmaillo had his personal vehicle souped up to look like a police patrol car. That's when he hit the streets of Albuquerque, New Mexico and began enforcing the law.At least 27 people have come forward to report encounters with Jarmaillo while he was posing as an officer. In one case, he pulled a teenager over for speeding and held him captive while he questioned him.&nbsp;Hearing rumors of a pseudo-cop on the streets, one "real" undercover detective decided to bait Jarmaillo by driving erratically in an unmarked car. It worked. Jarmaillo pulled the deputy over.But it was Jarmaillo who ended up finding himself behind bars. This week, a grand jury indicted Jarmaillo on counts of assault, false imprisonment, as well as six counts of fraud and 10 counts of impersonating a police officer.&nbsp;If convicted on all charges, Jarmaillo faces more than 30 years in prison.​4. Donald HarderWhile Donald Harder may have all the credentials of a real cop, he is even less of a real man than Jarmaillo.The Saratoga, Florida police officer pleaded guilty last week to sexually abusing at least four different women while on the job.&nbsp;In August, Harder was on duty when he demanded sexual favors from a woman. Afraid that he would hurt her, the woman complied before going to police. Shortly after she filed her complaint, three more women came forward with similar stories. All the incidents took place last summer.&nbsp;29-year-old Harder was arrested.&nbsp;A father and husband, Harder's three year career with the Saratoga Police Department came to a quick and righteous end.&nbsp;Fearing he would have to register as a sex offender, he decided to cop a plea. He plead guilty to menacing, official misconduct, and sexual abuse. He won't have register, but he will have to spend six months behind bars, where he'll likely get a lesson in the true meaning of being sexually violated.&nbsp;Marcus Huffman​3. Providence Police DepartmentThings are not going well for the police force of Providence, Rhodes Island. In less then three days, the department made headlines, not for acts of bravery, but major breaches of the public's trust. And that's after we already reported that one veteran detective had beaten a man into a coma with a flashlight.&nbsp;Earlier this month, three more officers were charged with participating in a cocaine dealing ring. Among them was a school resource officer, a former driver for the Mayor, and -- get this -- Joseph Colanduono, a narcotics officer who was also working with the DEA. All three officers have been suspended without pay.&nbsp;But that's still not the worst of it. Just three days after news of the drug arrests was released, headlines reported that the trial for a Providence police officer accused of rape was also underway.&nbsp;Officer Marcus Huffman is charged with raping a woman in an abandoned substation in 2007. Apparently, he had found the drunk 19-year-old being turned away from a club, when he offered to give her a ride home. But instead, he drove her to the substation -- which they are shown entering on surveillance cameras -- and raped her. After the attack, the woman called 911. It was Huffman who was dispatched to the scene in order to take her report.&nbsp;What's even scarier is that Huffman's superiors knew of the officer's shady past. He'd been accused of having sex with a 10-year-old when he was a teenager and of extorting oral sex from a prostitute -- though all charges in both cases were eventually dropped.&nbsp;As Huffman's trial begins, the victim has also filed a civil suit against the Providence Police Department.&nbsp;Looks like Providence PD needs a bit of help with its HR. Is it really that hard to find a trustworthy cop in Rhode Island?​2. Jeffrey LehrmannIt wasn't just the federal government that let down the people of New Orleans during Hurricane Katrina -- local law enforcement did a pretty good job of screwing things up, as well.You may have heard of the Danzinger Bridge shootings before. That's where six innocent civilians were shot by police -- including a severely handicapped man who was killed -- just six days after Katrina hit. Among the victims was Susan Bartholomew. Her arm was blown off by police fire. He husband was shot in the head. And her 17-year-old sustained gun wounds to her knee and lower leg.After the devastating incident, the New Orleans police feared a shit storm of bad PR. But rather than own up to the incident, rightly punish those involved, and offer justice to the families of those hurt, the department launched a full scale cover-up.When officer Jeffrey Lehrmann got word that innocent people had been killed by his brothers in blue, he immediately went to work concocting a mythical tale in which he made up fake witnesses and claimed that those shot were armed and threatening police. He dismissed the killings as little more than "bad shots" and helped plant a weapon at the scene. He also coached the officers in practicing his work of fiction.But last Thursday, Lehrmann finally owned up to grievous actions. He plead guilty in federal court to the cover-up as well as obstruction of justice. He now faces up to three years in prison and a $250,000 fine. &nbsp;Baltazar Gomez​1. Baltazar Gomez and Nelly BonillaEarlier this month, Guatemala's chief of police, Baltazar Gomez, as well as it's anti-drug czar, Nelly Bonilla, were arrested for breaking the very laws they were supposed to be enforcing.Just last March, a group of apparent drug dealers raided police headquarters in an attempt to steal millions of dollars worth of cocaine. Five police officers were killed in the incident.However, it's now come to light that the men behind the heist were not drug cartel bosses, but &nbsp;the men who were supposed to be bringing them down.Gomez and Bonilla now face charges including abuse of authority, drug trafficking, illegal possession of weapons, and obstruction of justice.What's even more depressing is that this is the second time in less than a year that the police chief has been caught in a web of corruption. In September, the former chief of police, Porfirio Perez, was busted when he was caught stealing $300,000 from smugglers. We was quickly removed from office and he is now awaiting trail in that case.We're now wondering if Providence is hiring their officers from the same pool of scum as Guatemala.&nbsp;See last Thursday's&nbsp;Top 5 Police Blunders: The Stupid Cop Edition.]]>

      &quot;I don&apos;t understand the big deal here. Maybe it&apos;s just me, but I believe 
we could cut down on prison violence and sexual assaults in prison if we
 allowed conjunical visits. &quot;There is an obvious lack of release of 
frustration by inmates, and if women like this are dumb enough and 
willing, WHY NOT?!?
Seems to me it would cut down on the number of folks who are so sexually
 frustrated that they sexually assault other inmates.

   ​Terra Cotromano was the founder and director of the TEARS rescue shelter in Birmingham, Alabama. Let&apos;s just say she sucked at her job. Cotromano was fired by the board in December for a host of irregularities...

      They included tens of thousands in missing money, sloppy bookkeeping, and nasty conditions for the dogs and cats the shelter was supposed to be protecting. According to board members, $65,000 was missing for 2008 alone. In November, the state warned that the shelter was blowing off notices for an audit. By December, a bank froze the agency&apos;s money and the board says Cotromano blocked attempts for another audit. The board had to get a restraining order allowing it to check on the condition of the animals. When all was done, deputies were forced to remove 22 dogs and six cats on grounds of suspected cruelty. It seems previous allegations of cruelty went as far back as 2008. It&apos;s just that the woman doing the abusing -- Cotromano -- was also the one in charge of hearing the complaints. By January, 176 animals had undergone medical examinations. The shelter&apos;s entire roster of cats had respiratory infections. Vets also found that dozens of dogs had heartworms and parasites. 

Deputies are still investigating the missing money, but Cotromano has already been charged with 20 counts of cruelty.See our last story about animal cruelty: Indiana Woman Beaten by Boyfriend While Trying to Save Her Puppy.

      In 2008, he was a teacher at a juvenile probation camp in San Fernando, California. It seems rival gang members in his class had a problem with each other. So Wesley told them to battle it out. In the tape, he can be heard multi-tasking -- simultaneously serving as referee and lookout while kids boxed away. His rules for fighting: don&apos;t draw blood, no punches to the face, and please don&apos;t injure your opponent where it can be seen. Most important: Don&apos;t tell anyone about this.Alas, anyone who&apos;s ever been in a fight knows these rules are impossible to uphold. Probation officers monitoring surveillance cameras saw students fighting in Wesley&apos;s classroom and arrived to break it up. But some kids had broken the rules against being visibly injured. So the officers reviewed the day&apos;s tape and found that Wesley was pretending to be a discount Don King.He was fired five days later. But wheels of justice apparently move very, very slowly in California. He wasn&apos;t charged with child endangerment until yesterday -- a year and a half after his crimes were caught on tape.Wesley denies any knowledge of classroom fights, apparently arguing the tapes are a mirage. The former marine and father of five contends the probation camps are war zones, and that he&apos;d never go back. But he neglects to mention that every teacher is armed with a panic alarm in case they feel threatened.    ​Here&apos;s a case that will test your morals, dear reader: On a February evening last year, a clearly tormented Aaron Vargas, armed with an antique pistol, went to the home of Darrell McNeill in Mendocino County, California...

      <![CDATA[No one disputes what happened next. The two men began arguing. Then Vargas shot McNeill. At least three men say McNeill raped them as children, then began stalking them before he was murdered​He took the pistol apart and left it on the kitchen counter. Then he explained to McNeill's wife that her husband had repeatedly raped him as a child. He asked that she wait to call 911 until he was dead. &nbsp; Vargas would later admit to the shooting, contending McNeill had stalked him after years of sexual abuse. In most cases, this would have evolved into a court drama involving the claims of a murderer against a victim who could no longer speak for himself. Then other men came to Vargas' defense, admitted McNeill had molested them as well.Carpenter Todd Rowan was among them. "My first thought was, nobody is going to get hurt anymore," he told News 10. "I felt 
for Aaron." &nbsp; 

Jamie Massingale committed suicide only days after he'd confessed to being abused by McNeill, according to his brother Richard. Before he shot himself, Jamie said McNeill was harassing him, and he didn't know how to handle it. But prosecutors contend that matters little. They say Vargas, a father with a fiancee, committed premeditated murder. Vargas is looking at 50 years to life if convicted. Friend and relatives say Vargas simply broke down after McNeill reappeared in his life and began stalking him. "I think he mentally broke as a
 result of being harassed by Darryl," his mother Robin says. "He would not leave him alone.&nbsp;He 
needs counseling and to be with his fiancee and baby.&nbsp; He doesn't need 
prison."Vargas goes on trial next month, but if Mendocino County has it's way, he'll walk when all is said and done. Residents have held protests and launched a letter-writing campaign, urging that he be set free. (See the Save Aaron site here.)]]>

      He threatened her with a scissors, forcing her to the sidewalk. That&apos;s where he raped her in broad daylight as cars passed by.When we first reported this story back in January, it drew outrage from readers. Though some motorists dialed 911, no one bothered to stop. After the incident, a pedestrian even refused to allow the woman to use his cell phone to call police.But at least a judge is providing the victim with some assistance. Yesterday, Judge Connie Zemmelman ruled that Fontenet would be tried as an adult. Though a psychologist decreed that he is emotionally, physically and psychologically immature -- Memo to shrink: No shit, Sherlock -- the judge found that Fontenet was showing little remorse. In 2008, he&apos;d attempted to rape his cousin. The incident was never reported. And in a February interview with police, he admitted to grabbing the woman by the neck, raping her, then stealing her cell phone.If convicted as an adult, he&apos;ll be looking at 20 years in the slam, rather than the 6 maximum he&apos;d get in juvenile court.Also see Anferney Fontenet, 15 Rapes Woman on Busy Toledo Street; No One Stops to Help.

      <![CDATA[Four hours later, police received a call from Sparks saying she couldn't remember where she parked her Toyota. She told the dispatcher that she thought she knew where it was, but after walking for a few blocks searching, "I am too tired to walk," she said. Let's review, shall we? You've left your son in a locked car for four hours. But you're too friggin' tired to see if he's okay?Police found her car with the boy sleeping inside. Paramedics thought the he might be suffering from hypothermia, so they rushed him to the hospital.
